The Four Seasons pool is 57 floors up and effectively uncontested in the region. What's interesting is the tier below it — a 24th-floor infinity edge, a year-round heated deck, and two seasonal rooftops that are better than they need to be.

The WET deck is heated and open all 365 days, which in Philadelphia is close to a category of one. Skyscrapers and City Hall in the sight-line, fire pits at the edge, and weekend programming that tips it firmly toward scene — go midweek if you actually want to swim.
Eighth-floor, heated, and deep enough at the far end to actually swim rather than stand around — which separates it from most seasonal hotel rooftops. The poolside bar runs Friday through Sunday and the crowd stays reasonable.
The value entry, and honest about it — a uniform five-foot rooftop pool on the eighth floor in Old City, open high summer only. The view is more modest than the Center City decks, but it's a real swim in a walkable part of town for a fraction of the price.
